The Phnom Sanitation Project was a subsidy scheme jointly piloted with Neakpoan Organization for
Development (NOD) to enable low-income residents in Phnom Village to construct latrines for their
families.
Designed to be community-centered, ActSEA aimed to involve the residents as much as possible during
the process, including:
- Conducting a project planning workshop in October 2017 to design the scheme together with the
residents, including determining the amount and level of subsidy to provide and the type of latrine
to construct.
- Offering residents a choice of color for the walls and roof, working with a recipient who was a
wheelchair user to design an inclusive latrine that met her needs.
- Letting recipients decide on a repayment plan for their 20% contribution to the construction costs
that aligned with their financial circumstances.
- Offering recipients a cash box to help them save their money in a secure place.

Due to the lack of resources, ActSEA and NOD were unable to replicate the subsidy scheme with more
households and villages. We remaining open to the possibility.
